Tilapäinen salliva UAS-ilmatilavyöhyke

Peruste: Ilmailulaki 11 b §, Tutkimus- ja kokeilutoiminta

Soveltamisala: Vapautukset koskevat ainoastaan West Avia / Rengonharju-säätiön vastuulla tapahtuvaa lentotoimintaa, joka tapahtuu West Avia test area operations manualin ohjeiden ja lentomenetelmien mukaisesti.

Vapautukset avoimen kategorian vaatimuksista (EU 2019/947)

  • Laitekohtaiset vaatimukset (4 art. 1, alakohta a) Mahdollistaa yksityisesti rakennetut dronet.
  • Ilma-aluksen massa, etäisyys ihmisiin & toimintamenetelmät (4 art. 1 b, c, f & UAS.OPEN.020, 060) VLOS / EVLOS max MTOW 150 kg. BVLOS max MTOW 25 kg. Vapautus ei koske ihmisjoukon päällä lennättämistä (ihmisjoukkoon pidettävä vähintään lentokorkeutta vastaava 1:1 etäisyys). Yli 100 km/h teitä ja rautateitä vältetään, ja tarvittaessa ylitys tehdään kohtisuoraan. Väestötiheys max 8 henkilöä/km² (ei saa ylittää). Lisäehdot yli 25 kg laitteille: Lentäminen vain asumattomien tai vähäisen asutuksen alueiden päällä (metsät, pellot, suot, vesialueet).
  • Näköyhteys & Lentokorkeus (4 art. 1 d, e & UAS.OPEN.010, 060) BVLOS-toiminta ja yli 120m AGL tapahtuva toiminta ovat sallittuja vain erikseen aktivoidulla vaara-alueella. Ilmatilakoordinaatiosta vastaa West Avian AIRBOSS. BVLOS maksimikorkeudet osa-alueittain: Osa-alueet 1, 2, 3, 4 ja 6: 1500FT. Osa-alue 5: 2000FT.
  • VAK ja esineiden pudotus (4 art. 1, alakohta f) Vaarallisten aineiden kuljettaminen on kielletty. Esineiden pudottaminen sallittu vain kontrolloidulla pudotusalueella, ja toimijan on varmistettava, ettei aiheuteta vaaraa ihmisille tai omaisuudelle.
  • Paikkatietoisuusjärjestelmä (UAS.OPEN.050) Droneissa oltava käytössä ADS-B IN. BVLOS- ja yli 120m toiminnoissa vaaditaan vaara-alueen perustaminen ja aktivointi.
  • Olosuhteet (UAS.OPEN.060 2e) Ilma-aluskohtaisia olosuhderajoituksia ei tarvitse noudattaa, jos se on koelentotoiminnan sisällön vuoksi välttämätöntä ja lentotoiminnan johtaja on sen hyväksynyt.

Temporary Permissive UAS Airspace Zone

Basis: Aviation Act Section 11 b, Research and experimental operations

Scope: Exemptions apply solely to flight operations conducted under the responsibility of the West Avia / Rengonharju Foundation, in accordance with the West Avia test area operations manual and flight procedures.

Exemptions from ’Open’ Category Requirements (EU 2019/947)

  • Product Requirements (Art. 4(1)(a)) Allows privately built drones.
  • Aircraft Mass, Distance to People & Operating Procedures (Art. 4(1)(b),(c),(f) & UAS.OPEN.020, 060) VLOS / EVLOS max MTOW 150 kg. BVLOS max MTOW 25 kg. Exemption does not apply to flights over assemblies of people (maintain a 1:1 distance rule based on flight altitude). Avoid roads with speed limits over 100 km/h and railways; if crossing is operationally necessary, cross perpendicularly. Population density must not exceed 8 people/km². Additional conditions for MTOW > 25 kg: Operations restricted to uninhabited or sparsely populated areas (< 8 people/km²) such as forests, fields, swamps, and water bodies.
  • Visual Line of Sight & Flight Altitude (Art. 4(1)(d),(e) & UAS.OPEN.010, 060) BVLOS operations and flights above 120m AGL are permitted only within a separately activated danger area. Airspace coordination is managed by the West Avia AIRBOSS. BVLOS maximum flight altitudes by sub-area: Sub-areas 1, 2, 3, 4, and 6: 1500FT. Sub-area 5: 2000FT.
  • Dangerous Goods & Dropping Items (Art. 4(1)(f)) Carriage of dangerous goods is prohibited. Dropping items is permitted only over a controlled dropping zone, and the operator must ensure no risk is posed to people or property.
  • Awareness Systems (UAS.OPEN.050) Drones must be equipped with ADS-B IN. BVLOS and operations above 120m require the establishment and activation of a danger area.
  • Environmental/Operational Conditions (UAS.OPEN.060 2e) Aircraft-specific environmental limitations may be disregarded if necessary for the test flight content and approved by the head of flight operations.
